PlanB has wide experience of developing emergency plans and a number of them have been used successfully during incidents.


Case Study – Anglian Water

Charlie Maclean-Bristol was employed as Emergency Planning Manager for Anglian Water for 4 years. During this time he was responsible for developing to company’s emergency plans. His predecessor was responsible for developing post nuclear attack civil defence plans; Charlie was the first emergency planning manager who wrote plans providing a service to customers during an emergency. The principle plans delivered were:

Developed a full set of emergency plans for the company at an operational, tactical level and strategic level. Ensuring that staff were trained in the use of the plans and ensuring the plans were coordinated with local authorities, emergency services and other agencies.

Developed a response to provided bulk water to customers when their water was contaminated or not available. This involved plans for the deployment of water in bowers and pioneered the use and mass deployment of bottled water during emergencies.

Development of methodologies for the mass warning to the public of water contamination. This included the use of pre-printed cards, contacts with the press and use of loudspeaker vans. The warning the public plan was tested when 50,000 cards were hand delivered by staff in eight hours.

Developed a series of 5 local ‘territory incident rooms’ making sure that were equipped to deal with major incidents and trained staff in their use. Developed and equipped a Company incident room.

After four years in the role, in 1999, Anglian Water was recognised by the DEFRA as having the best emergency plans within the UK Water Industry. These plans were tested during two major incidents involving flooding in Northamptonshire and a suspected water contamination to 85,000 customers. The Company emerged from both incidents with no criticism from the press or regulator.
